Title: on top of other apps

Hi, is there possibility to keep ctools on top of other apps and if there isn't, it should be introduced in settings, thank you

On top is by design and should work. However there will be some adjustments in screen position and behavior in next update (Build 736). Some issues with multiple monitors will be fixed.
