Hello. I don't know is it intentionally or is it a bug, but when exporting points/circle after I've changed UCS position, gives me the same coordinates as they were in World UCS, and I don't need those but from new UCS.
p.s.
Also, annotate single point doesn't work with changed UCS and I'm in need of that too, thank you.

No this is not a bug it's by design. All input and output coordinates are in World coordinate system.
You might try this method for extracting your data, the suggestion is from Autodesk forum.
In your existing drawing set your UCS to your needs
- run command _COPYBASE and use 0,0,0 as base-point and select your circles
- create a new drawing
- make sure the units are set to the same units as your source dwg-file
- run command _PASTECLIP to 0,0,0
...now you have your circles in world coordinates at the position they were previously in UCS coordinates.
